Exercise
The State Emergency Management Exercise Program provides
exercise support to local governments, state agencies, volunteer
organization, and in certain situations, private enterprises. Assistance is
provided in developing, conducting, and evaluating exercises. The Office's
approach is all-hazard, with special emphasis on terrorism, weapons of mass
destruction, severe weather awareness, and hazardous materials. The Office
focuses equally on assisting local jurisdictions, state agencies, and other
organizations in exercising plans pertaining to all natural hazards,
including floods, fires, tornados, high winds, and winter storms. Exercises
are designed to address the response, recovery, preparedness, and mitigation
phases of emergency management and have the ultimate goal of saving lives,
minimizing property damage, and reducing the impacts of these hazards on the
state's environment and economy.
State and local jurisdictions and
volunteer organizations are provided training and assistance in designing
exercises to test their emergency plans. Cities and counties in South
Dakota prepare for large and small-scale emergencies through comprehensive
disaster exercise programs. Local jurisdictions that accept Emergency
Management Programs Grants - State and Local Agreement (EMPG-SLA)
funding through the Office of Emergency Management are to design, conduct,
evaluate, and report at least on functional or full-scale exercise during
the fiscal year.
Technical Assistance
Staff from OEM are available to assist our state's cities, counties, and
state agencies with the design and evaluation of emergency management
exercises that ensure preparedness, communication, planning and cooperation
exist for all hazards. This assistance comes most often in the form of site
visits or may involve technical review of written exercise design products.
